HEAD OF MISSIONLEBANON 

Action Against Hunger is an international organization of humanitarian aid into full development, currently in over 46 countries. ACH-Spain  seeks to expand its quarry Chiefs of Mission for current and future vacancies in those geographic areas in which Action Against Hunger intervenes, (Africa, Southeast Asia, the Middle East, Latin americas, Caucasus, etc.).The Head of Mission are entirely responsible for Action Against Hunger in the country and is the person responsible for facilitating coordination and construction activities and programmes within the strategic framework defined and the mandate of the organization. Following a 4-month emergency response project that ended in October 2006, ACH has currently been present in Lebanon since March 2007 and has moved from a recovery to a more development phase. Our main intervention sectors are water and sanitation and agricultural development, with emergency response preparedness also planned. Wherever possible, ACH is working through partnerships with Lebanese NGOs in order to increase sustainability of projects. Target populations include vulnerable groups such as farmers in specific geographical locations (southern Lebanon) and marginalised Palestinian Refugee populations. ACH is currently developing the following programmes:

•3.5-year agricultural and development programme in Bint Jbeil, Hasbaya and Marjayoun Cazas, Southern Lebanon.

  Water quality and community awareness project in Palestinian Gatherings, Tyre and Sidon cazas, Southern Lebanon

Emergency Response Preparedness (contingency planning, response, internal early warning systems)

Watsan and food security assessments and follow on projects in Northen Lebanon Head of mission will ensure monitoring of the strategy, seeking to maintain the quality and relevance of the actions carried out. Thus the capacity for analysis, reading the context of dynamic processes, risks and trends underway in the area is the main instrument from which programs and projects are designed to manage responses to local requirements.

The head of mission may be moved with his family to countries where the security situation and the characteristics of context permit.  

Functions 

  • Establishment of the strategy and objectives of the mission.
  • Definition and financial monitoring of programmes.
  • Organization and coordination of the mission.
  • Human resources management.
  • Responsible for the safety of equipment.
  • Charge of relations with the headquarters, local authorities and financiers, etc..

Requisitos

Profile 

  • Proved experience in similar functions (head of mission, General Coordinator, Country Director)
  • Capacity of human management and coordination teams in hostile conditions and bases scattered work.
  • Knowledge of strategies, methodologies, regulations, etc.. donors (EU, AECI, USA, UN, etc. ..) and high capacity of institutional representation and negotiation.
  • Good knowledge of all phases of the project cycle
  • Experience in managing security on the ground.
  • Fluent in English and a second language: French or Spanish

Condiciones Laborales

We Offer

·  Accommodation and board

·      25 working days of holidays per year·         per diems

·         Breaks, including travel cost to the reference zone, and 300 USD to pass the week of break

·         Travel and accident insurance and repatriation for account of the organization. 

·         Extra per month and per child- Under 18 years old (Under 18 years old  and maximum 3.355€ year per child) 

 Requirements 

For candidates who are not in Madrid the first interview will be through telephone. Face to face interviews to be held in Madrid.
